If an OVN-LB is in a LS connected to a LR, upon removal of the LS from
the LR the loadbalancer should be removed from the LR but should be kept
at the LS, and still provide connectivity within that LS.
However, this is not the case and the loadbalancer is also removed from
the LS, leading to the removal of the LB from the OVN SB DB, and
consequently beaking the connectivity as the flows for the LB are not
installed
