Public bug reported: Since [1], a LRP located in a tunnelled network won't have a "gateway_chassis" assigned (or a "redirect-chassis" key in options); that logic was implemented in [2]. However, a LRP that is acting as GW has the key "neutron:is_ext_gw" in external_ids, that could be used to identify a GW LRP.
