Image Import 'web-download' is broken with py37+

Bug description:
The image import method 'web-download' is broken when running under
Python 3.7 or newer due to the evenlet issue [0]
The fix is merged in eventlet master but not released yet. Also We
need to sort out our current requirements cap to be able to get
advantage of it.
