nova-next recently started failing multiple cold migrations and resize
tests

these tests seem to mostly be failing with
libvirt.libvirtError: unsupported configuration: IDE controllers are
unsupported for this QEMU binary or machine type
it looks like something in our resize/rebuild code is incorrectly
updating the disk bus in the destination XML.
