Currently the maximum number of a port allowed address pairs is defined
by the static configuration parameter ``max_allowed_address_pair``. This
RFE proposed to make ``allowed_address_pair`` as a Neutron resource and
track it in the quota engine, making this number configurable via API
instead of using the configuration, thus this value can be configured
without restarting the API.
