I think this issue could be caused because of a problem introduced in [1]. When testing with the previous patch, the problem cannot be reproduced.

I'm still investigating but I don't correlate the error in the config options and the ``oslo.service`` patch. Until this error is fixed, I'm going to propose to mark these 2 tests an unstable.
