I think I made some mistake in testing this and I was testing with some
local changes. There is no really such issue in Neutron's code.

[S-RBAC] Reader user can create and delete SG rules with default
policies

Bug description:
In default policies for the SG rules we have rules that only checks
ADMIN_OR_SG_OWNER but we don't check role of the owner so that user
with just READER role can add/delete SG rules in the SGs in own
project.
