OK it eventually turned out that KSA adapter options are registered but
are not used when building SDK connection. I'm fixing it by

Bug description:
In our deployment,
- All cloud hosts have access to internal interface over dedicated internal
network
- Only limited list of clients have access to public interface over
restricted network
We are trying to enable unified limits i nova, but oslo.limit always
tries connecting to identity service over public interface.
We checked all possible options, and discovered it is not supported in
oslo.limit.
