openstack error create to server

Hello everyone,
I have a problem creating a server in Openstack.
I am using the openstack version: openstack 7.1.2
On OS ubuntu 24.04 server and I did manual install on single node.
When I want to create a server in the Horizon dashboard, I get an
error message: Error: Unable to create the server.
And if I want to create a server in CLI I get an error message:
HttpException: 500: Server Error for url: http://10.0.0.200:8774/v2.1/servers,
Unexpected API Error. Please report this at http://bugs.launchpad.net/nova/ and
attach the Nova API log if possible.
<class 'keystoneauth1.exceptions.discovery.DiscoveryFailure'>
Can you please advise me on how to resolve this issue?
