Public bug reported: The `packing_host_numa_cells_allocation_strategy` config setting was introduced to allow spread or pack based on numa nodes. However if pci devices are requested this setting is ignored and set to always `spread`.
In some cases it is desirable to also allow packing with pci-devices.
