Unable to delete V7R5 DELIC0URT APRIL2025. Explanation: Unexpected API
Error.

Bug description:
This user VM was expired, it took a LONG time for the clerk to
actually shut it down. I believe it only finally ended because I
restarted the services on this server.
Tried to delete this and all volumes from the VM List page and got the
following message
Unable to delete V7R5 DELIC0URT APRIL2025. Explanation: Unexpected API
Error. Please report this at http://bugs.launchpad.net/nova/ and
attach the Nova API log if possible. <class
'nova.exception.ComputeServiceUnavailable'>
The log from the specific VM shows
Compute service of 900942A_21001CW is unavailable at this time.
The compute service shows a valid heartbeat and no issues for this
power server in the HMC. Other VMs are currently using this power
server as a host with no issues.
