[whitebox-neutron-tempest-plugin] QoS test should check the rule types
and the network type

Bug description:
Since [1], the OVN QoS enforcement for max-bw ONLY rules will be enforced in
the OVN policer (using the QoS registers). The check done in
``_validate_qos_rules_nbdb`` should also consider the QoS rules included in the
policy:
* If the QoS policy has only max-bw rules (DSCP marking is not relevant),
only QoS registers will be used.
* If the QoS policy has min-bw rules and the network is physical (VLAN, flat)
and direction is egress, the the LSP.options registers will be used instead.
