Public bug reported:
On very large enviroments with many agents, the spawned haproxy process can
cause "too many open files" exceptions when haproxy is not bound by any other
restrictions e.g. CPU affinity.
Since the haproxy is not resource intensive process, we can limit haproxy to 2
threads. This can be achieved with `nbthread` config[1]
