Public bug reported:
dnsmasq allows adding local records to the DNS resolver. The --txt-
record option, as its name suggests, allows to set TXT records
(https://thekelleys.org.uk/dnsmasq/docs/dnsmasq-man.html). We might want
to rely on this little feature when configuring the DHCP agent.
We use this to define a healthcheck and monitor that dnsmasq is running
and answering to requests. It might have other purposes though.
