Currently the only thing RM can send the AM if an error occurs during an
allocate call is a reboot via the AMResponse. There are error conditions that
can occur during scheduling where we may want to send other error codes and let
the AM decide what to do with them rather then just telling the AM to reboot.
YARN-460 is an instance of where this might have been useful.
