Cannot kill Pre-Commit jenkins builds

Hi

We are currently trying to get the branch-2 pre-commit builds working.
I used to be able to kill Pre-Commit jenkins jobs, but looks like I am not
allowed to anymore. Has anything changed recently w.r.t permissions etc ?
