Some tests are too verbose:
- add / delete / remove queues testcases: A Builder for SchedConfUpdateInfo
could be created as this object is frequently created.
- Some fields can be converted to local variables: sysOutStream, sysOut,
sysErr, csConf
- Any additional cleanup
