SchedulerConf Mutation API does not Allow Stop and Adding queue under an
existing Leaf Queue in a single call.

Capacity-Scheduler.xml:
yarn.scheduler.capacity.root.queues = default
yarn.scheduler.capacity.root.default.capacity = 100
cat abc.xml
