Summary: Support application resource limit when scheduling in
FairScheduler

We can control the maximum resources an application can use by adjusting the
resource limit threshold of queues.
It resolves the problem applications starve when a single application takes all
resources of the queue.
It can be quite effective when all tasks of a queue need to be treated fairly.
