Summary: When NodeLabel is enabled for a YARN cluster, AM
blacklist program does not work properly when label=no_label

Environment: In YARN-11107 fixed when nodelabel not no_label, but when
a cluster has labeled node and no_label node, AM blacklist program does not
work properly for no_label . The code circled in the following figure should
obtain the number of no_label nodes，not all nodes.
