After YARN-10345 HSWebServices converts each containerID to a MapReduce JobId
for checking ACLs. In the case of a non-mapreduce job , the
/containerlogs/\{containerId}/logs API call made by RM UI2 to JHS returns a 404
response. Due to this logs from non-mapreduce job cannot be accessed in RM UI2
via HsWebServices unless MR ACLs are disabled, which results in the ACL check
for MR jobs also being skipped.
