The user expectation is that if Hadoop is configured to use cgroups, then
Hadoop is using cgroups.
IMO, if we configure Hadoop to use cgroups, and for some reason it cannot, it
should be treated as fatal.
bq. Make ResourcesHandler top level....
I'd defer this to a follow up patch.
