[~kkambatl] This code was originally in YARN-567 which served as a common piece
for both YARN-568 and YARN-569. YARN-567 has been folded in here, this is why
it shows up here.
We will post soon a revision of the patch for YARN-569, corresponding to the
committed version of YARN-45. This makes use of those fungible* fields, to
exercises the PreemptionContract
part of YARN-45.
