Ah.. sorry.. was looking at the {{CapacityScheduler}} class which did not have
a working implementation of the feature. Just realized as Wangda mentioned,
only the APIs were updated in 2.7.
bq. We can deprecate these APIs to tell people to use the right API. I think
that is the right way to do.
