Yes, fromId is ignored is fromIdPrefix is not set. And in cases where 
fromIdPrefix is not used for an entity type, user needs to explicitly send 0. 
We can also allow not specifying fromIdPrefix(and only using fromId) in such 
cases while assuming internally that its 0. But as you said it may be 
confusing. Till we clearly document the behavior I think it should be fine.
I agree with you that the point about users having to send 0 needs to be 
clarified as well in the javadoc in addition to the javadoc proposed above.
