Considering this is unlikely to happen unless we are doing mass movement of apps on a busy cluster, this may be fine. Need not be, suppose during RM transition "Move app" is done then user might not be aware that RM transition was happening in the backend. Other approach what me and [~bibinchundatt] were thinking of was to send SchedulerEvent for handling this move, so that it gets queued up in the SchedulerEventDispatcher and not get immediately invoked.
