By the way, if I am reading the code correctly, we do not stop timeline
collector when app finishes in RM.
In TimelineServiceV2Publisher#appFinished, we should send a publish event with
SystemMetricsEventType PUBLISH_APPLICATION_FINISHED_ENTITY.
Will raise a JIRA for this.
