Thanks [~wangda] for reviewing. Answering your questions:
1) ACK
2) I think that might be an issue in general, so it is probably best to address
directly there. In hindsight, there is not much of an advantage to do it later
(during the first run of the PlanFollower).
3) we could, I wrote the code for 2.7 at first, and there we had to do
something special (using SLS specific PlanFollower and ReservationSystem). I
will try to (re)move it.
4) yes, that is easily done by setting *chance_of_reservation = 0*
