Yes, the 1000 was put in as a default to restrict the number of values being 
stored. On large scale deployments, the more values that are stored, the bigger 
the footprint and will generate too much data for all metrics. We should 
provide a way to enable it to be configurable  (just like the TTL) and then we 
can increase the default to integer.max value.
