Ah, right. I forgot it's going to recalculate the UL on each container
allocate _within_ the heartbeat. Might be an issue for batch-allocation if
it's not done properly, where we would allocate more than one container per
traversal of the queue hierarchy. But I agree it shouldn't be an issue as-is
today. Sorry for the misunderstanding.
