As per the offline discussion with [~rohithsharma], I am removing the access
check for users present in the user-filter list. This is used only for
filtering, hence updated code only to handle all the ACL checks on callerUgi.
Updated tests as well. Thank you Rohith Sharma K S for the quick findings
