1,2:

Yes, MockMemoryRMStateStore#clone can be avoided and use cloned application 
submission context inside MockMemoryRMStateStore#loadState itself.

3:

Those two test cases were using old state (retrieved using 
MockMemoryRMStateStore#loadState) after RM restarts to reinstate the old state 
info and trying to load into the state store again. Now, this old state has to 
repopulated with cloned application submission context similar to 
MockMemoryRMStateStore#loadState flow and can be used further.

Attached patch for the same.
