I would think that if we can't figure out which runtime to use that that would be fatal to the launch of the job. It basically boiled down to not wanting to propagate the exception and complicate both the useWhitelistEnv interface and the writeLaunchEnv interfaces with that exception. If it can't determine the runtime in useWhitelistEnv then it's also not going to determine it when it tries to launch it later. In the end I didn't see the added value in throwing it here.
