I have confirmed that I do *not* see this on trunk. On trunk the docker 
containers are correctly stopped when they run over their memory limit and 
there is no extra {{'}} or {{%27}} in the stop command. This may have been 
fixed as a result of YARN-6623. I will test trunk just before YARN-6623 to make 
sure
