The findbug issue is unrelated. There were no unit test failure in the
mapreduce-client-jobclient module, but there was a timeout in the fork, hence
the unit test task was marked as failure.
TestCapacityOverTimePolicy.testAllocation() is flaky and unrelated as it failed
as well in YARN-6921

a closer look at the test and see if it is broken by this patch.
