Weiwei Yang commented on YARN-2889:
-----------------------------------

I would like to understand the use case of such limit. We might consider to let
our low priority jobs to run just opportunistic containers, so most of time,
jobs only schedule either guaranteed containers or opportunistic containers,
valid case? If such limit is enforced, our case might not work.

> We introduce a way to limit the number of queueable requests that each AM can
> submit to the LocalRM.
> This way we can restrict the number of queueable containers handed out by the
> system, as well as throttle down misbehaving AMs (asking for too many
> queueable containers).
