I know this patch is committed already but one thing I can see missing from the
TagsManager is proper support for different constraint scopes.
For example, while it is fairly easy to retrieve tag cardinalities per Node or
cluster-wide there is no straightforward way to do this for Rack - I believe
this should be part of the TagManager as well.
Any thoughts [~asuresh] [~wangda][~kkaranasos]?
