Thanks for the comments, they are really helpful. I took a look at YARN-6355
and YARN-2884, and I think it would be a good idea to implement this within the
pre-processing framework introduced in YARN-6355, in the RM. So we have a
central place for admins to black out such apps, check apps in the blacklist
etc. If you agree, I can look into more details with this approach and upload a
design doc shortly. Thanks.
