Thanks [~asuresh] for working on the JIRA. Could you help to merge the commits
using git hard push since we're in branch.
And also, the new added method in ResourceScheduler should not be used by a
module other than placement processor. It will be better to file a new JIRA (or
take care in the next patch) to update the java docs.
Thoughts?
