I'm not a fan of how RM_SCHEDULER_INCREMENT_ALLOCATION_* and the defaults were
deprecated. It makes sense to deprecate every field in case we miss some
things. It is not a big thing though. I would prefer to deprecate the ones
related to continuous scheduling in this JIRA and file JIRAs for others.
