We might have some in the future depending on how we build HA awareness into the external-facing services. For instance, if we implement a separate HTTPRedirector for redirecting HTTP traffic instead of incorporating in the webapp, HTTPRedirector becomes a Standby service which runs only when the RM is in Standby state. For now, we can start without the Standby-services-CompositeService and add it when we need. For the first cut, we can move everything to ActiveStateServices except the AdminService and RMHAProtocolService. As we implement HA awareness into each of those services, they can be moved to the "Always On" pool or Standby pool.
