I did not include the change for the doc {{PlacemetnConstraints.md.vm}} in this 
patch. Because it needs a lot of updates. It misses following items
# allocation tags namespace
# how to specify inter-app constraints
# DS doc update (multiple source/target tags, and/or composite types)
since that's not trivial change, I suggest to track in YARN-8113. This patch 
will just track the code change.

Does it make sense to you?
