Patch along the lines of Bikas' comments.

The patch introduces an inner class RMActiveServices that does serviceInit(), 
serviceStart() and serviceStop() for all RM's active services.

Ran example jobs on a pseudo-dist cluster, TestResourceManager and 
TestRMRestart.
