Thanks [~haibochen]. I changed the return value removeEmptyIncompatibleQueues() 
to Optional<Boolean> in the updated patch. Regarding the test failure - it's a 
test timeout. This test passes locally on my dev machine (I tried quite a few 
times, I have not seen any failures), however it's runtime on my dev machine 
(~55 sec) is very close to the timeout (60 sec), so I think it can be prone to 
timeouts on slower machines.
