A few comments on the latest patch: * Can we improve a bit the {{propagate}} method of the {{FederationQueue}}? The name is not very informative and also it does two things, that is, propagate total capacity top-down, and propagate the rest of the metrics bottom-up. Let's split that into two methods, one for bottom-up and one for top-down.
