Thanks [~zsiegl] for the review. It turns out there can be quite a few
code-deduplication refactoring that we can do, that could apply to all
oversubscription-related Fair Scheduler unit tests.
The changes are quite big. Not to cluster the changes in this patch, I'd prefer
to do that in a separate jira. [~szegedim] Are you okay with that?
