[~ebadger] Thanks for the reply. Hadoop Bylaws does not state that patch can
not commit to umbrella JIRA. There are other new features issues that have
developed in similar fashion, committed in top level patch, then refined in
sub-tasks. The preference is noted, but given the discussion here to use
profile to build docker image. I think it is important to preserve the
discussion history to prevent future developers from resenting docker image
profile builds.
