The issue exists in hadoop-3.2 and 3.1. This fails yarn logs command when
appReport is not in RM or RM is down. This is fixed in trunk by YARN-9558 which
requires YARN-6929 + YARN-9524. Have modified the fix to work for hadoop-3.2
and 3.1.
