Another concern is handling of the available resources for the scheduler and
reported headroom to AMs. Are the total resources of the cluster adjusted
downwards as containers on the node complete, or does the cluster run "above
capacity" while we're waiting for the remaining containers? In that sense this
seems closely related to YARN-914.
