Description:
In YARN-10386, we defined several mapping "policies" which tells the evaluator
what to do with the submitted application.
There is one more which is useful: {{applicationName}}. Right now, we don't
have this policy and we have to use {{custom}} with the variable
{{%application}}, which is fine, but for the sake of completeness and
consistency, we should have a pre-defined policy which is based on the name of
the application.
